ASWARCO - Staff Management and Permissions

- Super admin only can create, edit, suspend or delete staff.
- Maximum active staff-account records: 2.
- Permissions are enforced on routes and reflected in navigation.
- Existing staff_permissions table is used; no migration is required.

After extraction:
1. Run PHP syntax checks.
2. Run php artisan optimize:clear.
3. Run php artisan route:list --path=admin/staff.
4. Run php artisan test.
